We're looking for a new Head of the Sovereign Tech Fund – our flagship program for investing in critical technologies and digital sovereignty.

The Sovereign Tech Fund secures digital infrastructure in the public interest. Our mission is to strengthen digital sovereignty, fostering competition and innovation by investing in critical open source infrastructure and the ecosystems that support it. In this way, we are providing the basis for a stable, trustworthy, and democratic digital future.

The Sovereign Tech Fund is the flagship program of the Sovereign Tech Agency, a new organization at the intersection of technology, politics, and public stewardship. Our work aims not only to strengthen the open source ecosystem, but also to shape its future.

With a commission from the German Federal Ministry for Digitalisation and Government Modernisation, the Sovereign Tech Agency invests in critical software components, develops programs, and creates structures that sustainably strengthen the open source ecosystem, including the people behind the code.

Our work is unique: we are leading the way on how governments engage with open digital infrastructure and laying the groundwork for how modern societies ensure resilience, technological diversity, and public digital services. Together, we are building Europe’s digital future – open, secure, and sovereign.

Who we are looking for

As Head of the Sovereign Tech Fund, you will be responsible for the strategy, operations, and staffing of the Sovereign Tech Agency's core program. You will report to the director of programs and work closely with the technical director, continue to develop our investment strategies, and ensure that our work targets the areas where it will have the greatest technological and societal impact. Since its launch in 2022, the Sovereign Tech Fund has become an internationally visible program. Our work is inspiring similar initiatives worldwide, and we are now in a pivotal phase as we mature and scale our operations. We are looking for an experienced and visionary leader for the Sovereign Tech Fund who will lead and actively shape this evolution.

Your Tasks

  • Overall responsibility for operational and strategic management of the Sovereign Tech Fund
  • Lead and develop the team of the fund (currently four people)
  • Steer, optimize and scale internal processes – from project screening and selection to contract management and project monitoring in collaboration with the technologists
  • Manage the Fund's budget as well as reporting and project controlling
  • Work closely with Communications, Legal and Finance
  • Develop the long-term investment strategy together with the program and technical directors
  • Prepare investment decisions and strategic recommendations for the managing directors
  • Represent the Sovereign Tech Fund in national and international forums and at conferences (regular travel required)

Your Qualities

  • A deep understanding of open source - ideally with a background in technology, community, or business
  • Extensive experience in leadership and operational management, preferably in a complex, dynamic environment, or in strategic organizational development
  • Familiarity with investment programs, technology management, or strategic operations
  • Analytical thinking, strong organizational skills, and ability to execute
  • Enjoy designing processes, building and leading teams, and taking ownership
  • Excellent communication skills in German and English (both business fluent) - Our working language is English, but you must be able to communicate clearly and succinctly in both languages
  • Team player: you enjoy collaborating with coworkers, active and open communication, and both giving and receiving feedback.

  • Based on experience and qualifications, the annual compensation for this role (at 40 hours per week) is 76,000 to 92,500 Euro aligned with the TVöD-Bund wage agreement for the public sector.

  • Please note: we have multiple in-person team meetings per year, and almost all meetings are scheduled during GMT +1 working hours.
