The Sovereign Tech Agency is an organization dedicated to the digital sovereignty of the economy and society. Our mission is to strengthen the foundations of our digital autonomy and secure open digital technologies as the critical infrastructure of the 21st century. Open digital infrastructure is the backbone of the digital world. It is essential for the flow of information, for government, for business, and for innovation, much like roads and bridges in the physical world. With a commission from the German Federal Ministry for Digital Transformation and Government Modernisation, we invest in critical software components, develop programs, and create structures that sustainably strengthen the open source ecosystem, including the people behind the code. Who we are looking for:

We are looking for an organized and hands-on HR Generalist to contribute to the future growth of the Sovereign Tech Agency. We are looking for an experienced professional to take full ownership of human resources and shape this area in our highly specialized organization of around 25 employees. In this central role, you will design structures, processes, and standards from the ground up, and implement them across the organization. Your focus will be on strategic recruitment and sustainable professional development. As a trusted sounding board, you will support managers and employees on all HR-related matters as they build, develop, and lead teams for long-term success.

Your Tasks: Professional Development (60%):

  • Build and continuously develop a systematic learning and development framework
  • Create skills profiles and individual development plans
  • Plan and manage training and qualification programs
  • Promote knowledge transfer, a learning culture, and clear career development paths
  • Serve as a point of contact for employees and managers on HR topics
  • Support development conversations, conflict resolution, and organizational change processes
  • Assist with role development, team collaboration, and fostering effective feedback practices Strategic Recruitment (20%)
  • Plan staffing needs with the managing directors
  • Draft job descriptions and recruitment postings
  • Evaluate and classify positions according to the TVöD-Bund wage agreement for the public sector
  • Manage the full recruitment process through to contract finalization
  • Develop and implement structured onboarding and offboarding processes

HR Processes & Compliance (20%):

  • Ensure compliance with labor law and maintain HR policies and guidelines
  • Draft and maintain employment documents (contracts, addendums, and official work certificates)
  • Handle employee-related HR matters and coordinate payroll with external service providers

Your Qualities:

  • Several years of experience in a generalist HR role
  • Proven experience establishing or expanding professional development structures in small to medium-sized organizations
  • Experience managing and implementing skills frameworks
  • Strong facilitation and guidance skills
  • In-depth knowledge of labor law
  • Experience with TVöD (collective wage agreement, job classification, and step progression) is highly desirable
  • High level of integrity and discretion
  • Business fluent in German and English
  • Our working language is English, so you must be able to communicate clearly and succinctly in English

  • The compensation for this role is aligned with TVöD-Bund, pay group 12.
