The Sovereign Tech Fund (STF) was established by the German Federal Ministry for Economic Affairs and Climate Action in 2022 and is based in Berlin. The Sovereign Tech Fundʼs mission is to strengthen digital infrastructure in the public interest. Our goal is to promote security, innovation and competitiveness and to create a stable digital foundation for participation and democracy. To this end, we invest in the open source ecosystem with a focus on resilience and technological diversity and the aim of achieving digital sovereignty and sustainable digital services in the public interest.

While the STF is currently a working unit within SPRIND, in future it will be incorporated into a separate, wholly-owned subsidiary of SPRIND and thus an indirect holding of the German federal government.
The Federal Agency for Disruptive Innovation (SPRIND) was founded by the German Federal Ministry of Education and Research (BMBF) and the Federal Ministry for Economic Affairs and Climate Protection (BMWK) and is based in Leipzig. The goal of SPRIND is to create new technological breakthroughs from Germany.

We are looking for a dynamic and experienced managing director to bridge the startup world and public sector financing administration, and contribute to the establishment and further development of the Sovereign Tech Fund.

Your tasks:

• Youʼll be responsible for managing legal, finance/accounting, controlling, purchasing, IT/infrastructure and general administration.
• Youʼll work closely with the scientific and technological managing director, the STF team, and SPRIND.
• Youʼll be responsible for designing and improving administrative processes and structures.
• Manage purchasing and procurement processes with SPRIND's support.
• Work with lawyers, accountants, tax consultants, the Federal Audit Office, other auditors, and the organizationʼs shareholder.
• Other areas of responsibility include liquidity management, funding and planning as well as risk management, ICS (internal control system), and compliance.

Your qualities:

• You want to shape the development of a new kind of public interest organization.
• You have a strong sense of ownership and a highly-developed attitude for design organizations, structures, and processes.
• You think entrepreneurially, while also bringing to bear your knowledge the public sector and its regulations.
• You have a relevant university degree with extensive administrative experience.
• You have several years of professional and management experience.
• You are adept at reasoning within complex environments and communicate very well, both in English and in German.
